I connected a grounding cable to the base that exited behind the rear bulkhead and used micro / flox to install the gas cap base and fill the cavity. I prepared the BID between two plastic pieces, drew a circle of appropriate size with the compass and cut it off with a small knife. I placed the BID in place and covered it with peel ply.
